I currently have a good running HP 580-137c PC. my processor can not be upgraded to use windows 11. I am currently running windows 10 pro. I have a model 8399 mother board and would like to know if their is a board that I can use to upgrade the PC to add Windows 11 pro

There aren't any processors or motherboards you can install in your PC to support W11.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2/22H3.
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
I upgraded my HP 350 G1 notebook which has an Intel 4th generation core processor to W11, and it has worked fine
over the last 3 years.
When W11 24H2 comes out, things have changed a bit, so watch this video for how to update your W11 23H2 installation to 24H2.

You might even be able to use this video to upgrade from W10 to 23H2.
