Hi,
A 250 GB is a little small but should work. I suggest that you consider a 500GB or larger SSD. Usually the larger SSDs perform better than the smaller SSDs.
I recommend that you use the SSD as the boot drive and then use the existing HD for data if you disconnect the optical drive.
I have never seen that replacing an optical drive with a SSD that would cause the SSD to slow down.

Hi,
Please review the specifications for your PC.
You can upgrade the processor to an A12-9800.
You can increase the memory from 8 GB to 16 GB if you are running a 64 bit OS.
You can replace the HD with a larger size HD or replace it with a large capacity SSD or SSHD.
If you are not using the optical drive then you could add a 2.5" form factor SSD or HD. If you need optical drive capabilities then consider an external USB connected optical drive.
The NVIDIA GTX 950 is a decent graphics card. However, the HP OEM GTX 1050TI would be a better performing graphics card.
-------------------------------------
If you want to do all of the above upgrades then perhaps you should consider a new PC.
