yes, it says HP Desktop PCs - Motherboard Specifications, Diamaster | HP® Customer Support but here again HP - Compaq Pavilion 27-xa0040 All-in-One | Memory RAM & SSD Upgrades | Crucial.com giving me all options 2400, 2666 and 3200 ddr4

The fastest speed your PC's Intel® Core™ i5 9400T processor can run the memory at is 2666 MHz.

You can do this to see how much memory your PC can actually support:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once command prompt is opened, type wmic memphysical get maxcapacityEx and hit enter.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.

off the hp info only says 16gb
In some cases, it is possible to install more, but under certain conditions!
So here, either you don't have the necessary modules, or you have to check if a bios update can correct this, or the motherboard does not allow it!

crucial therefore in general possibilities of compatible modules
but sometimes it is wrong!
it may be possible to use a module other than what is shown for the DDR4-2400 motherboard here
sometimes it will work at the possible frequency of the motherboard, sometimes not at all

Yes, the DDR4-3200 memory should work fine but it will only run at 2666 MHz.
