I downloaded the file and did everything but the TPM is not being upgraded even though I restarted the device

I wouldn't be able to help you if it didn't work. 

 

I followed those instructions and had no problem updating the TPM 1.2 firmware to 2.0 on my HP Eliedesk 800 G3.
