This article by @NonSequitur777 is good but is 2 years old
there have been price drops on the RTX-4xxx series and those use less power watts than the RTX-3xxx series.
@NonSequitur777 is our expert on upgrades like this and will be back online in a week or so.

According to tech power up the minimum power supply must be 450 watts.

I am back from my trip to the Netherlands.
According to the specs, an HP ENVY Desktop - 700-414 (J4V91AA) is fitted with a 460-watt power supply with p/n: 633187-003 -please verify.
Regardless, since your Memphis-B Pegatron motherboard (SSID: 2AF7) is 24-pin ATX-power enabled, meaning, you can replace your power supply with any industry standard ATX power supply as long as you watch its dimensions (LxWxH) for fit inside your case.
My recommendation is to upgrade your graphics card with a smaller-sized (two fan) RTX 4060 model, such as this affordable purchase option under $300. An RTX 4060 (115-watt TDP) can be purchased for about the same pricing as an RTX 3060 (170-watt TDP) and delivers significantly more graphics power.
Once you upgrade your GPU, you could also consider upgrading your CPU with the famed i7-4790K "Devil's Canyon", which nowadays can be purchased under $70, such as via this trusted eBay Seller -but I digress.
Kind Regards,
