Assuming you mean you got four RAM slots and two 16GB RAM sticks, I would recommend installing your two RAM sticks in RAM slots #1 and #3, usually the slot starting closest to your processor (#1), skipping RAM slot #2, and then install your second RAM stick in RAM slot #3.

Wait a second: your PC doesn't boot up but yet you observed that your new RAM runs at 2133 MHz instead of 3200 MHz?
A main reason why your RAM only runs at 2133 MHz is that it got stuck at its default (SPD) speed, and there is often very little or nothing you can do about it.
This happens especially with Corsair Vengeance RAM.
