will not power on

I have acquired 2 hp slimline desktops and nether of them will power on. Getting power at the power jack and the case intrusion led blinks 1 time when I plug in the power supply. Have performed all the normal procedures. Pulled the battery out, held the power button down for 60 seconds, left it withought power or battery for 15 minutes, swapped memory for known good memory.

Do not understand why both are having the same issue

hello sorry obviously there is a concern that should not be with new material ..
It is not specified, if it is new pc or if second hand
but anyway back to the seller, there is a material problem obviously
