An app might not close during a Windows shutdown because it is poorly designed, has a bug that prevents it from properly responding to the shutdown signal, or is configured to run as a background service that continues to operate even when the system is shutting down; this can sometimes be related to outdated software, driver issues, or specific settings within the application itself.

Possible reasons why an app might not close on shutdown:

  • Background processes:

Some apps are designed to keep running background processes even after the user logs off, which could prevent them from closing on shutdown.

  Incorrect coding:

A programming error within the app could cause it to not receive or properly handle the shutdown signal from Windows.

  Outdated software:

Older versions of an app might not have updates that address compatibility issues with newer Windows shutdown procedures.

  Driver conflicts:

If a driver related to the app is outdated or incompatible, it could interfere with the shutdown process.

  Application settings:

Some apps might have specific settings that allow them to stay open even during shutdown, like automatic updates running in the background.

How to troubleshoot

Check app features

Was the app accessing a USB drive?  The drive may not have been ejected properly.  Was the app accessing web site or network connection?  It may be waiting for a response.

  Update the app:

Ensure you have the latest version of the application installed, as updates often include bug fixes.

  Update drivers:

Update any drivers related to the app or your system to ensure compatibility.

  Check for system conflicts:

Look for other programs or services that might be interfering with the shutdown process.   Look in the event viewer in both system and applications for errors such as "vetoed shutdown"

  Force quit the app:

If the app is frozen, use the Task Manager to force it to quit before shutting down.
