If your HP PC is not starting up and displaying a black screen, it's possible that there may be an issue with the BIOS or motherboard.
Here are detailed troubleshooting steps you can follow:

Perform a Hard Reset:
- Turn off the computer.
- Disconnect all external devices.
- Unplug the power cord from the computer.
- Press and hold the power button for about 15 seconds.
- Reconnect the power cord and try to start the computer again.

Check the Power Supply:
- Ensure the power outlet is functional.
- Make sure the power cable and adapter are correctly connected and functioning.
- For desktop PCs, ensure the power supply switch at the back is turned on.

Inspect the Monitor:
- Verify that the monitor is turned on and set to the correct input.
- Check the monitor’s brightness and contrast settings.
- Confirm that the video cable is securely connected to both the PC and the monitor.

Reset the BIOS:
- Turn off the computer and unplug the power supply.
- Open the case and locate the BIOS reset jumper on the motherboard ("Clear CMOS" or "CLRTC" jumper).
- Move the jumper from the default position to the reset position for about 5-10 seconds, then move it back.
