BitLocker does not directly disable USB ports. However, if a BIOS update or platform configuration change occurs (e.g., Secure Boot settings, PCR values, or TPM measurements), BitLocker may trigger a lockout condition that prevents booting from USB devices or blocks access to USB storage during pre-boot authentication - especially if the system detects a mismatch in trusted hardware measurements.
In such cases, BitLocker may require recovery key entry, and USB ports may appear non-functional if the system is awaiting input from a USB-based recovery key or if USB boot is blocked by Secure Boot policy.
Troubleshooting Steps:
- Use a Bluetooth/wireless keyboard to enter the BitLocker recovery key manually at the pre-boot screen.
- Check BIOS settings (press F10 at startup):
- Ensure Secure Boot is enabled.
- Verify USB Boot is allowed if using a USB recovery drive.
- Confirm TPM is enabled and healthy.

Disable Secure Boot in BIOS.
- Select Turnoff your PC.
- Press the Power button.
- Press F10 (repeatedly) to get to the BIOS main page.
- Select the Boot Options tab.
- Select Disabled for Secure Boot.
- Select Clear All Secure Boot Keys.
- Follow the on-screen instructions to enter the pass code + ENTER key.
- Press F10 to the save the changes and exit the BIOS.
Restart the computer to update the computer to the latest BIOS.
- Navigate to the Official HP® Support site.
- Enter the serial number, product number or product name.
- Select Software & Drivers.
- Select your operating system.
- Select the operating system version.
- Click Submit.
- Expand BIOS-System Firmware.
- Select the latest version of the HP BIOS and System Firmware.
- Click Download.
- Follow the on-screen instructions to download the appropriate SoftPaq to update the BIOS.
- After the BIOS update is installed successfully, restart the computer.
- Press F10 (repeatedly) to enter BIOS Setup Menu.
- Select the Boot Options tab.
- Disable Secure Boot.
- Clear All Secure Boot keys.
- Save the changes and exit the BIOS.
Restart the computer again.
- Press F10 (repeatedly) to enter BIOS Setup Menu.
- Select Load HP Factory Default keys.
- Enable Secure Boot.
- Save the changes and exit the BIOS.
- Use the BitLocker recovery key from your Microsoft account or printed backup.
USB port functionality is typically controlled by BIOS settings - not BitLocker directly. If USB ports are entirely unresponsive, verify they are not disabled in BIOS under “USB Configuration” or “Port Settings.” and enable them.
Cause
BitLocker relies on the Trusted Platform Module (TPM), Secure Boot, and Platform Configuration Registers (PCRs) to verify system integrity during startup.
A BitLocker recovery prompt may occur when:
- BIOS or firmware updates modify platform measurements.
- Secure Boot settings are changed.
- TPM configuration changes occur.
- Hardware components are replaced or reconfigured.
- The system detects a mismatch in trusted startup measurements.
When this happens, BitLocker may require the recovery key before allowing Windows to start. If USB functionality is restricted during pre-boot authentication, connected USB devices may appear non-functional
