Hi, Tom:

HP retires support for the Cloud recovery tool once the PC reaches 5 years of age.

You can reinstall W10 by making a bootable USB recovery drive with the Microsoft media creation tool.

After W10 has completed installing, you can install the drivers and available software from your PC's support page.

The only place I know of where you can buy a HP USB recovery drive would be from this vendor at the link below:
