Open the Windows "Device Manager".
Expand the "Display Adapters" branch of the device-tree.
Double-click on the name of your display adapter.
Click the "Properties" tab.
Click "Roll Back Driver".
Reboot.

Microsoft issued an update that created the problem, and Microsoft released an update to remediate the problem.
HP is not in the business of fixing Microsoft's software.

There seem to be a number of different manufacturer's laptops that are affected by this problem. It is not just limited to HP. Rather, any laptop with the 4200 graphics processor will likely be affected.
1. Apparently the HD 4200 is a legacy device. This means that AMD (ATI) is not updating the driver. However, the good news is that the old driver for Windows 8.1 seems to work fine with Windows 10. The bad news is that now when Windows 10 updates they overwrite the older working driver with a junk driver that doesn't work. So you need to do the following:
2. Working driver is version 8.970.100.9001 (1/13/15).
3. Need to roll back driver. A1) Go to Device Manager | Display Adapters | ATI Mobility ... | Driver Tab | Press Roll back driver button | Select the appropriate older driver and you are done.
3B) If the Roll Back button is grayed out, Press the Update Driver botton | Select the "Browse my computer option" | Select the driver from those available on your pc. (And hope that the working driver is still on your pc.
4. If the above are not possible download the driver from AMD.
5. After you successfully roll back the 4200 driver you can either A) Go through this process again every time Windows 10 updates, or you can B) Protect this driver from being updated. 5B) to protect this driver see the procedure at: https://www.tenforums.com/tutorials/8280-hide-show-windows-updates-windows-10-a.html

6. Obviously, Microsoft is now aware of the problem introduced by their update for all systems with AMD graphics devices, and will soon release another update, to remediate their previous update. Wait a while, for them to release it via Windows Updates.
