Your PC's processor meets the W11 specs.
HP All-in-One - 22-c1013w Product Specifications | HP® Customer Support
If it has a TPM 2.0 device, it would be fully supported hardware-wise.
You can check the device manager and see if the PC has a TPM 2.0 device.
It would be listed under a Security devices category in the device manager.
You may need to go into the BIOS and see if there is a setting to enable the TPM if you do not see it listed in the device manager.
If your PC does not have a TPM 2.0 device and you want to install W11 anyway, you can see this discussion for how to bypass the W11 hardware check...see this discussion...
