My computer is the Pavilion 23 and has recently started looping auto repair. I have a windows 7 CD but I cannot figure out how to use it. I’d like to add the operating system so I could factory reset the computer but the only operating system I have on the computer is windows ten.

Very difficult to help with the info you are providing.
Need full product number (only) to check for HP Win 7 recovery media. I am guessing your PC shipped with W7 because you are referring to a W7 CD which should be a W7 DVD. A W7 OS image will not fit on a CD.
The loop could be caused by a failed W10 OS update to the latest version (1903).
Can you get to the BIOS? Or get to the HP Startup Menu?
Trying to determine if you have a hardware problem or a bad Windows 10 update problem.
Did you backup data before this happened? A clean W7 or a clean W10 install will cause data loss.

I am not sure where to find the full product number.
I can get to bios and the start up menu. I’d like that data to be wiped and do not think there’s anything worthy backing up.
This is my first time dealing with this kind of situation so I’m inexperienced.

Then you have a bad W10 update if you can get to the BIOS and HP Startup Menu.
The product number should be on the chassis.
What do you want to do? Reinstall W10 or go back to W7 if W7 was the factory installed operating system.
The latest W10 version offered by Microsoft is 1903. This version could be causing the problem.
You can get this version at this (Link). Create W10 installation media on a different PC. You can get previous versions of W10 at this (Link). Your PC's product number may also provide alternative download options to obtain the HP W7 factory recovery image.
I would only connect a mouse, keyboard, and monitor when doing the clean install of W7 or W10.

Your PC (Link) shipped with Windows 8.x. There are no HP Windows 7 drivers.
You can order HP W8.x recovery media at the above link.
I don't know what is happening.
