many time the "Automatic Repair" function cannot finish with success. Sometimes using the install media can make a successful repair by going through the steps, or you might need to reinstall Windows.
If this is Windows 10 - you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to run the repair. Boot to this need media and pick "Repair This PC" If that doe snot succeed, the look at this

He shows you how to use that new media to do a "Repair Install"
