Hi,
Since a Microsoft update (KB5053598) a couple of months ago, I am having trouble with my Seagate external HD not being recognize in My PC.
Firstly, I have done all that I can to rectify this with scans, cmd, scannow, tests of drive/cable, change drive letter etc and nothing has helped.
When PC is on & then HDD is plugged in, HDD is still not recognized. However in 'My PC' in the left column, it does show 'Local Disk (F)' but when clicked on, nothing happens and 'MY PC' becomes 'not responding'.
When HDD is plugged in and PC is restarted, then HDD is recognized.
Also whilst in Bios, (under Boot Option), I noticed an Exclamation Mark (!) next to 'Network Adaptor'.
Tried to get rid of it but couldn't (with 'F' keys / Bios update / Bios reset to default).
Could this be the problem? But how to fix it? Couldn't find anything to fix on the Web (under Device Manager > Network Adaptors there are no exclamation marks).
So just not sure what to do, but this issue was ever since Microsoft update no: KB5053598 (which I seem can't uninstall).

Based on your detailed description, this issue appears to stem from Windows' handling of USB device initialization during system startup, which may have been affected by the Microsoft update (KB5053598). Your observation about the Seagate external HDD only being recognized after a restart with the drive already connected, along with a "Local Disk (F:)" entry freezing File Explorer, strongly suggests a USB or driver-level enumeration problem.
1: Check and Update All Chipset & USB Drivers
While BIOS and Windows Updates are important, driver-level compatibility is often the root cause of detection failures after Windows updates.
- Visit the official HP drivers page:

- Under the Driver-Chipset and Driver-Storage sections, download and install the latest:
- Intel Chipset Driver
- Intel Rapid Storage Technology
- Realtek USB Card Reader Driver (if listed)
- Reboot your PC after installing.
2: Configure USB Selective Suspend & Power Settings
- Go to Control Panel > Power Options > Click Change plan settings next to your active plan.
- Click Change advanced power settings.
- Expand USB settings > USB selective suspend setting.
- Set both On battery and Plugged in to Disabled.
- Expand Hard disk > Turn off hard disk after, and set both to Never.
- Apply and restart.
Step 3: Fix Hidden or Ghost Devices via Device Manager
- Open Device Manager.
- Click View > Show hidden devices.
- Expand Disk drives and Universal Serial Bus controllers.
- Uninstall any greyed-out or duplicate entries related to USB Mass Storage or the Seagate HDD.
- Disconnect the HDD, restart, and plug it in again.
