The drivers for this device are not installed. (Code 28)
There are no compatible drivers for this device.
To find a driver for this device, click Update Driver.
Device PCI\VEN_8086&DEV_15E8&SUBSYS_8549103C&REV_06\10E9ACD82C00AA0000 requires further installation.
Device PCI\VEN_8086&DEV_15E8&SUBSYS_8549103C&REV_06\10E9ACD82C00AA0000 was configured.
Any suggestions on what driver I need to solve this?

You need this driver for that device...
This package provides the Intel Thunderbolt 3 Driver for supported notebook models running a supported operating system.

You're very welcome.
There are two different drivers that have support for that ID.
See if this one works instead.
Intel Thunderbolt 3 connection management application and driver
One of the two I posted should work because the setup information files both show support for the hardware ID you posted.
You may have to try manually installing the driver for either file as follows...
Go to the device manager, click on the base system device needing the driver.
Click on the driver tab. Click on Update driver.
Select the Browse my computer for driver software option, and browse to the driver folder that was created when you ran the files.
They will be located in C:\SWSetup\sp99294 and sp96369.
Make sure the Include subfolders box is checked and see if the drivers from either one of those folders install the device.
Then restart the PC.
