I bought them from Lufthansa who downsized, they reformatted all beforehand.

 

They all start without issue, it's only when I try to tap any key before they start to get into BIOS etc that there is an issue, that and of course the RAM Beep issue.

The only times I have heard of those problems ( not being able to get into the BIOS etc ) is when the keyboard is not recognized during bootup.  I see that PC has PS/2 ports for the keyboard and mouse.  Are you by chance using a USB keyboard?  If yes, try using a PS/2 keyboard to retry the boot with tapping the Esc key.
