My BIOS version says F.40, but I think it should be F.39. Maybe I don't understand. LOL.

If it aint broke then don't fix it.

There are 3 possible BIOS upgrades depending on the motherboard version.

885F, 89B4 and 8648

What is the board product of your system?  Run msinfo in the windows search bar

Also, it would be useful to know the exact product ID of your system, as searching with xxx for the model can cause problems.

I tried to install the 885F bios, but it said my current BIOS is newer and it cant be done.

It is possible that HP released the latest bios through Windows update and has not yet updated the HP website for your PC.

Out of curiosity, what is the current version and date of your 885F bios?

I noticed that your PC still has cloud recovery.  You might want to go here and  get a copy before it expires.

Also will the cloud recovery reset everything? I tried re installing Windows but that did not fix anything.

HP Recommended

cloud recovery restores the factory image.  You will lost any personal files and will have to reinstall any software your purchased or subscribed to.  Normally one uses onedrive to restore documents and possibly photos but it depends on how large the the cloud space is as all of photos may not fit and that might preclude some documents from being saved.

Cloud restore is useful if you upgrade your main HDD or SSD and find you cannot clone the old drive to the new one.  You can then put in a new, usually larger SSD, and then do a factory restore.  This can also fix problem with built-in laptops cameras.  I have no idea why so many HP laptop owners lose camera functionality after windows updates.

I want to thank you for all your help. Do you think I have the correct BIOS firmware?

I asked in an administrators forum how you have F.40 but F39 is the only one listed and was told this has happened before.   Not really useful info, sorry.
