Just for informational purposes, here is the document with the instructions for the download

In that document, it gives the instructions for the tool
Download and install the HP Cloud Recovery Tool
HP Cloud Recovery Tool can be downloaded and installed only on the 64-bit version of Windows.
Choose one of these options to download and install the HP Cloud Recovery Tool.
Search for and download the HP Cloud Recovery Tool from the Microsoft Store.
Go to HP Cloud Recovery Tool to download and install the tool.
Go to HP Customer Support and search for Cloud Recovery.
If that does not work for some reason, there is an alternative method to reinstalling everything on a new hard drive. You do not say if you just want to have the download or if the PC has failed and need to reinstall everything. So if you want the alternative method, start with the Windows 10 download.
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.Then to find any additional software, see here

i have the tool downloaded on a usb 32GB thumb drive . just cant get it installed. it gets almost done and reboots saying recovery attempt failedselect one of the folling buttons. (save log details retry) click the details it says Componet:Windows10 Pin Diagnostic Tools Red - CPS Timing: FactoryUpdate Error:Incorrect brand name {Unknown} Exspected Brand name from FB {HPC} Next Step : Plese check model Name or Feature Byte Ive Ttryied downloading the tool 3 different times from microsoft store same result each time.

THE computer was an older HP ALL IN ONE one of my kids was using and it It did come with Windows 10 I finally got a windows 10 installed Never did have to replace anything on it. Dont know what went wrong works ok but i was tring to use the recovery manager ang it wouldnt do it and now its gone i just wiped it clean and installed windows 10 by itself .

Lets start this fresh.
First what is the reason for trying the Recovery Tool from HP?
Is the HP All-in-One - 20-c023w (ENERGY STAR) the PC that you are using with the Microsoft Media Creator?
Try using a different working PC - not the HP All-in-One - 20-c023w (ENERGY STAR) to make the MS media creation.
