I want to connect a 2nd monitor to my HP Envy 750-171, which has only VGA port. I learned there is a device which can adapt a USB port to a VGA port. Can I use this adapter, with success?

Not meaning to be intentionally vague -- but I have to say honestly -- maybe, maybe not.
My reason for saying that is because I have done exactly what you want to do -- as I am driving a third screen from my desktop using a USB-to-VGA adapter and it works quite well.
But ... I had to go through three different ones to get one that works, and the one that works came from an now closed down store -- Radio Shack.
So you might have to experiment with different ones before you find one that actually works. And be aware, that there are several different kinds of these, depending on (1) the type of USB port you have, and (2) the type of video cable plug you have. Mine is a USB-to-VGA that works on USB 2.0 ports. The USB 3.0 ones have higher bandwidths and support higher resolutions but are a lot more expensive.
