Product: HP Pavilion All-in-One - 27-a230

story goes, a link was pressed, panic insue thinking it was a virus, a cord was yanked out and thus I'm trying to repair it.
Turning on the machine, it crash and blue screens "Critical process died"
Attempting to perform some system recovery tools ended up in either
"Their was a problem resetting your Pc. No changes we're made"
When trying to launch sfc /scannow on the CMD it says
"Windows resource protection could not perform the requested operation."

I am on the verge of just taking apart this PC to retrieve the drive and backup files before doing a complete wipe but i would like more options or understanding on how to repair this PC before i go with that last resort.
