System Recovery Disk1 was always skipped when boot time with CD/DVD first boot option in BIOS.
But All partitions in this PC are removed due to HDD replace. Is this a reason?

Unfortunately I don't have an alternate computer to try your solution at this moment.
But
Please let me know If you have some idea.
My question is Why can't boor from recoverry CDROM.
Root cause Is a MBR problem or NO Partition on HDD?
What do we do to recovery HDD to Factory Default after replace HDD to new one?

Hi
Booting is controlled via the BIOS.
So you select the Media/Device, sometimes using ESC and F9.
Installing is totally separate thing altogether.
You need compatibility, SECURE boot to SECURE boot (GPT type of partitioning).
Legacy could be MBR and will not see a GPT partition perhaps.
Having a corrupt Media may also contribute.
So if it boots and wont install then Formatting/Conversion may be answer.
Unfortunately my solution is pretty useless. Library, College, Family or Friend.
Go to a large supermarket/ NEWSAGENT and buy a LINUX computer magazine with a bootable DVD attached.

Use the Ubuntu Mate 18:10 on there and make a Windows DVD.
