I wanted to perform a clean install of Windows 7 for my computer. I tried both booting from a DVD and from a USB drive. Everytime I entered the "select language and region" screen, it couldn't detect my keyboard or mouse. There was no way to proceed the install.
Also tried with
Windows 7* USB 3.0 Creator Utility
But failed to install....
Both keyboard and mouses were wired and connected through USB. In the BIOS I couldn't find any option to enable "USB Legacy" support or something like that. I appreciate any help!

Have you tried it with USB 2.0 ports and not 3.0?
Edit: I want to add - if your computer has the port, try a PS/2 keyboard and mouse, just to install Windows. Otherwise try resetting the BIOS.

Your computer: https://support.hp.com/us-en/drivers/selfservice/hp-prodesk-400-g4-microtower-pc/15292287
has device-drivers for Windows 7.

From what source did you obtain the Windows 7 installation files ?
Was it the MIcrosoft VLSC (Volume Licensing Service Center) ?
From a "retail" copy of Windows 7?
From media that came from a non-HP computer?
I recommend that you download the "Cloud Recovery Client":
and use it to download the original HP-modified version of Windows 7, designed for your hardware.

Nothing, if it works for you.
Everything, if it lacks the specific device-drivers for your motherboard.
I think that you will have success after downloading that "Cloud Recovery" version of Windows.

Hi,
Don't try install W7 using a USB 3 connection as W7 doesn't have the USB 3 drivers until after it boots up. Been there and done that. However, some BIOS functions might perform USB 2 emulation on USB 3 ports until the OS is loaded.
There is a BIOS setting under Advanced in the BIOS that will allow you to set Legacy mode enabled with secure boot disabled. Also, uncheck the UEFI boot order. Additionally, if you don't see and eligable hard drive for installing W7 during the custom install process then you will need to inject drivers into the W7 installation process.
There is an ineresting comment for the posted BIOS update under W7 for your PC pertaining to function key support. Are you running that version of the BIOS?

Sorry I wrote my solution in french...Here the translation...
I found the solution.
Take the solution in this forum, download Windows 7 USB3 Creator Utility, but replace the driver by those on the HP website here:
http://ftp.hp.com/pub/softpaq/sp80501-81000/sp80867.exe
5.0.3.42 Rev.A 5.7 MB Jun 19, 2017
That's it!
