My desktop had a failed OS update last night. Today the HP Rep walked me through the system restore and now all functions relating to setup and use of admin rights are gone or "grayed out." I have two accounts, only for admin uses, and both user and admin accounts show standard privileges only. I have tried Settings, Control Panel, and PowerShell. Nothing is working.

it doesn't say what you finally tried..
In most cases, an effective solution
create the super administrator account, check if ok with this account!
(note this must be temporary, for security reasons)
From this functional account, create a new account, administrator
once the problem is solved, delete the super administrator account

I thought that I was clear, none of the alternate ways of provisioning an account works. I cannot add a new account or change an existing account. Options are "grayed out" or cause an error. HP Support want me to buy a subscription to fix a problem that HP may have caused. My OS is corrupted and I will seek true expert help. My operating system was fine before HP tried to help.

the super administrator account, is done from a particular manipulation, so I do not understand why you tell me that it is grayed out?

as I mentioned, you didn't specify what exactly you did
now, even if the super administrator account doesn't work, it's quite peculiar..
