My Hard drive crashed and just before the hard drive stopped working a message pop up saying my USB ports have been canceled. The hard drive is toast. I am going to buy a new hard drive and Ram, i will also buy the usb hp windows 10 64bit recovery tool from HP. Do you think this will get my system back to like new.

The hard drive failing would have nothing to do with disabling the USB ports -- so this makes me suspicious that there is more to this than just a failed drive.
If you CAN, to find out the problem, you would need to be able run hardware diagnostics by pressing the Esc key repeatedly and then, when the HP Startup Menu appears, select Diagnostics (usually F2) and let it run.
