The PC has a EFI System Partition problem with the boot loader; the BCD file is corrupted.
A component problem could be the cause or this could happen after a faulty Windows update. It is very difficult to fix and, in many cases, repairing BCD is usually unsuccessful. Meaning recovery options within the Windows Recovery Environment fail to fix the problem.
This means you have to back up data and reinstall the HP factory image (Cloud Recovery if available) or do a clean Windows installation using Microsoft installation media.
Disconnect all unnecessary peripherals before checking hardware.
Check hardware first:
Start the PC. Repeatedly tap The "ESC" key.
Select "F2". Run system and component tests.
A failing system drive or bad memory would be the cause of this error. Otherwise you have a bad Windows update or an unknown cause of corruption.
I can't provide more details since you have not provided a specific HP product number or the operating system you are using.
I would remove the system drive from this PC. Then connect this drive to a different PC as a data drive to backup your stuff. The drive could be cooked or BitLocker could be a problem if you don't have the BitLocker recovery key. Drive encryption is enabled by default on newer HP PCs.
