Welcome to the HP Forum.
It sounds like the PC will power on self test. This suggest the hardware is probably okay. And, you successfully ran some HP Diagnostics tests to verify hardware status.
An unresolved Windows auto recovery problem could be a corrupted boot loader. It may not be possible to get to the Windows Recovery Environment to repair the boot loader. You have two additional options:
1. Try to repair the Windows 10 or Windows 11 boot loader.
2. Back up data and reinstall Windows.
1. Check this YouTube video on how to fix a corrupted boot loader. The process is fairly complex.
2. You may have to remove the operating system drive. Connect this drive to a different PC as a data drive to copy data from this drive to the host PC or external media before reinstalling Windows.
Your PC may qualify for a HP Cloud Recovery. Check this Site for options.
Or do a clean Windows installation. Are you using W10 or W11?

Thank you for your help. I ended up removing the hard disk, plug it on as an external, transferred all my files out and reformatted the disk ;).
It is working well now.
