Desktop will not boot in secure mode but will boot to windows when secure mode is disabled. Ran through all the checks provided by ChatGPT. Need a firmware repair procedure. BIOS is current but problem started when power was lost for a 1/2 hour.

Greetings @JT10
The latest W10 and W11 BIOS update, I could find, for your PC is available Here.
This BIOS update would not fix the Secure Boot problem. A future HP BIOS update would be required.
But a workaround is available which should fix the problem now.
The Secure Boot workaround solution is available at this HP Forum Link.
Note: the above (HP Forum Link) fix has helped many folks in the Forum. However, it is not 100% guaranteed to work in all cases.
For example:
1. The above workaround fixes the Secure Boot problem.
2. The workaround does not work.
3. The workaround produces an EFI Windows boot manager error.
The Windows boot manager error workaround is available Here.
