Sometimes, I can resurrect Bluetooth using the usual tactics or using "RESET" ... sometimes Bluetooth reappears without any action on my part ... it is a mystery to me ?

It also is a mystery to me.  Perhaps, the Bluetooth adapter on your computer is having intermittent problems.

Is there some multi-key-press on your keyboard to enable/disable BlueTooth?

In the past, Bluetooth was present in the device manager. Other times, there was nothing in Device Manager. 'Troubleshooter' would tell me that the computer was not Bluetooth capable in all cases. Strange thing ... I occasionally tried to restore to a past restore point which brought back Bluetooth, however restore was not able to complete  and then indicated that no changes were made ... weird or what ?

I am not aware of any combination of keys that would turn Bluetooth ON or OFF on my computer ....
