On those older laptops the Recovery Manager was possibly on the hard drive, assuming the drive has not been erased.  Look at the drive in "This PC" or whatever they call it on Window 8.1- if it is still there, it will be on a separate partition and possibly RED.

Please explain the situation.  With no WiFi, it sounds as though there is no Windows installed.
