The Hard Drive containing the O/S and Recovery Partition need to be replaced. Before this, I had not created a set of Backup CD's. I am at a loss as how to restore my PC back to Factory Specs. I am willing to buy a set of CD's but have not been able to locate any. Does HP sell them for my System?

I really recommend you put in windows 10 and use the drivers here

win 10 is activated using your Win 7 serial number but you need to install 10 home or 10 pro
If your win 7 serial is missing then use ShowKeyPlus from the Microsoft store
Get the ISO to windows 10 here https://www.microsoft.com/en-us/software-download/windows10
do not attempt to upgrade from 7 to 10.
It is likely that the Microsoft win 7 update servers have been disabled long ago and you will be stuck with the version of 7 that is on the CD.

i hear you and it seems that Microsoft also was listening. There are no more free upgrades to 10 and possibly anyone that got the free 10->11 using a 7 or 8 license key may have their license invalidated.
