Thank you for the information.
I recommend you uninstall the touchpad driver from the device manager and then download install the driver from the below link.
https://support.hp.com/in-en/drivers
Here is how it is done.
- Type "Device Manager" into the search field to open the device manager console.
- Expand the node that represents the type of device that you want to uninstall, right-click the device entry, and click Uninstall.
- On the Confirm Device Removal dialog box, click OK to start the uninstall process.
- When the uninstall process is complete, remove the device.
NOTE: On the Confirm Device Removal dialog box, click the Delete the driver software for this device option to delete the driver package that was used for the device.

I am having this exact same issue.
Sometimes the mouse is fine when I restart but it always ends up reverting to flickering/being invisible then at some point moving to the right side of the screen and just staying there.
I have attempted your advised solution by uninstalling the touchpad driver and restarting multiple times, but each time the touchpad is still working.
It originally listed two drivers:
-HID compliant mouse
-HID touchpad
After the first two uninstall/restarts it still lists two devices, but now they say:
-HID compliant mouse
-Microsoft PS/2 mouse
My HP Laptop is:
HP Notebook - 15-ay028ca (Touch) (ENERGY STAR)
I am using Windows 10.
This is also not a malware issue as I spent all day with Norton support yesterday and they cleaned/checked my laptop multiple times. It still scans as clean today.
Please tell me, how can I resolve this issue?

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:
Firstly, perform Windows Update and HP Support Assistant: (do not skip any troubleshooting steps if you feel steps are repeating)
To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates.
Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.
- To open HP Support Assistant, double-click the HP Support Assistant icon

- Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
- Click Check for updates and messages to scan for new updates.
- Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
- Click the update name for a description, version number, and file size.
- Select the box next to any updates you want to install, and then click Download and install.
