Unless I am mistaken, your system is supported by cloud recovery
Pleasse go to the below site and put in your full product ID as I guessed at it and might be mistaken

you will need a 32gb flash USB for everyting.
What caused the problem in the first place?
Power glitch? Upgrade to windows 11?
Microsoft or HP update? Add a new device, memory, etc?
Have you run diagnostics?
Tap the ESC key after powering on and run at least one pass through memory and disk diagnostics.
If you do not have diagnostics get UEFI diagnostic here.
Do not attempt any repair or upgrade if disk or memory is faulty especially any BIOS update.
