This forum uses terminology from the academic world, e.g., student, tutor, graduate student, Dean, Professor, Provost,

The installation process will give you the option to delete all existing partitions, to "wipe" everything.
But, at that point, it will NOT "detect bad sectors".
Before it arrives, run the command: CHKDSK C: /R
to identify any "bad" sectors on your current disk-drive.
If you have other partitions, other than 'C:', run CHKDSK on those drive-letters, too.
It could take a few hours to run, since it will process literally MILLIONS of sectors on 'C:'.
The electronics on the disk-drive might permanently "retire" any "bad" sectors, and logically replace them by (hidden) "spare" sectors. Good, but not as good as replacing an "out-of-warranty" disk-drive by a brand-new disk-drive.

There is free software: AShampoo Burning Version 16 that will read the USB, and can create an 'ISO' file.

Or, do you mean that it repeatedly finds the same problems, and repeatedly "fixes" those problems?
If so, how did Windows Update transition from "fixed" to "needing to be fixed"?
Possibly, a failing disk-drive ?
If you are going to try that "set the computer's clock to 1/1/2018", I recommend that you do it from BIOS SETUP, before Windows boots, and before Windows Update extracts the computer's date. Setting the date while Windows Update is already running probably will have no effect.

After burn ISO/Imgr to DVDs I wi;; use that DVDs to restore my Comp as testing the DVDs to make sure it works OK

But somehow my Comp did not searching for updating the 1803 anymore, no more hassle no pop
up saying Restart for Update, if so then this is the key to stop that W10/New version update on my Comp . Absolutely n absolutely marvellous

Anyway as long as the DVDs/Restore backup working, it thing goes wrong then I'll do the Restore again to play around and learning by doing it
My Comp is having peacefull days so far and thanks for that "troubleshoot"

The '/F' option reads all the directories within the file-system, to examine the "logical" integrity:
- no two files claim the ownership of the same sector
- no sector is unassigned -- not marked as a part of a file or a directory, and not marked as "free-space"
- every file listed in a directory actually exists
- and more.
The '/F' option reads every sector of the disk-drive, to examine the "physical" health of the media.
That is a much-different function.

That is not a good sign. Once "fixed", it should stay "fixed".
If it becomes "unfixed", needing repair, that situation needs to be investigated.
That is why I suggested the '/R' option.

Nothing "special" about the date, other that it is a date BEFORE the '1803' upgrade was released.
Perhaps, Windows Update will not select the '1803' upgrade. Maybe.

In the input-area beside the Windows "Start" button, type CMD
but do not press ENTER.
Look at the left-edge of the screen, where Windows Search will show the programs & files that have 'CMD' as part of their name.
Right-mouse-button click on the 'CMD' icon, and choose "Run As Administrator", to open an "elevated" command-line window.
Now, type the CHKDSK command.

Pardon me, I still can not figure out -> In the input-area beside the Windows "Start" button
Input-area ? the 4little windows symbol
Do I have to click the 4little windows symbol at bottom left of screen ? Or move cursor to it n right click that will show Run, Search , Shutdown etc ???

In Windows 10, the bottom-left corner of the desktop should look like this:
Into that "Search Windows" area, type: CMD
but do not press ENTER.
Then, look at the left edge of the screen, for the 'CMD' icon.
Right-mouse-button-click on that icon, and choose "Run As Administrator".
Or, as you stated, right-mouse-button click on the "Start" button, and choose the "Search" function.

HP USB 16GB Recovery W10-1603 failed manytimes
After doing recovery from USB and everthing seems OK but
at a final stage to install Softwares it gives Error such as
unrecognizable or unreadable USB Port n asking for Retry, retry failed failed
The Comp can not boot up and I think the USB Stick is not well made when
the MFR make recording to copy Files/folders into the USB (Price tag = $40 USD)
So I use Paragon 15 for W10/64 HD Manager to read the C-Drive and
I can see it already setup the foot print of all partitions such as
NO NAME, Local, WIndows C:, BUILDPART, Windows RE Tools, RECOVERY
The RECOVERY partition filled with 11.8 GB n I think it is hidden
So with the HD Manager CD I restructure/restore the Windows C: + all softwares + old W10-Ver-1607 from my own backup a week ago in order for boot up my HP 22-b022
Now it works fine but in System and System Protection and in the List of
Drive/Partition it shows Windows C: and RECOVERY on top list but at
the bottom list also shows Windows C: (Missing) n RECOVERY (Missing)
I assume because the USB Recovery failed so the system recorder can not
be fullfilled all of Data structure
Anyway, mine is running well as the way I fixed it and happy this way
I also put the W10 System Repair CD to boot it up to see how does it work
and it boots then asking to Reset or Recovery from RECOVERY (partition) or
Recovery from USB etc .... But I did not try further to see actually it will
find or do Recovey again/OK or not because it may show the error again and
I have to spend more time
So as Murphy's Laws ... If it works fine then don't fix it

What happens if you download '1803' from: https://www.microsoft.com/en-us/software-download/windows10
and create a bootable file (either one DVD-recordable disk, or one empty 8GB USB memory-stick),
remove your disk-drive, and temporarily connect a "spare" disk-drive, boot from the bootable file,
and install the most-recent release of Windows 10 to that "spare" disk-drive? Result?

I remember long ago fro 1709 it failed many times and I download 1709 ISO but never run it and somehow the
Autodownload keeps installing 1709 and successful . After that the system run slow and when backing up the partition
is bigger GB
After 1709 then the Autodownload keeps installing 1803 but keeps failed and takes too much times to install it so
I Restore my system back to 1607 and somehow from that 1607 like you said the system still "calling home" gets connection to update for the 1803 and other helpers telling me about how to hide the updates https://support.microsoft.com/en-us/help/3183922/how-to-temporarily-prevent-a-windows-update-from-re...
So that hide feature works well and seems no more 1803 autodownload to my systems
Yesterday it autodoanload the Aug Cumulative KB4093119 and install it successful
Today seems my systems run as I expect it run and happy so I do not want to try download the 1803 ISO
I can not transfer the USB Recovery to DVDs because 11GB is too big to burn and Nero or Ashampoo won't allow for
multiDVDs burning as I thought it will give users a chance to do so
I copy the the USB to the other USB and just that simple and sure it boots up working fine but same story as for the
final of it software Sv...1, 2 ...and then Failed. Retry failed and there is noway out or Exit so I turn off the computer
For the CMD/Admin change, I like it and thanks, I search that change online but seem like no one knows about that
Now my systems will let me to create the Systems Repair CD but Backup Image and I think the way I fix it that makes
my systems not quite fully well
If in the future there is something wrong or I change my mind then I will use the Systems Repair CD to RESET or use its feature that can RECOVERY (from partition in the HD) to see if it actually works, but if it failed again then I'll go back to
the USB RECOVERY Stick and then keep using my Paragon HD Mgr, I am a fan of Paragon for decades
I learned a lot of things in here and thank you all
