Correction => besides that old computer may not run well and not having supports from Google Chrome or / MS-Explorer brownser, I think Firefox still support the old comp

To day I m using the W7 for posting this msg and no interference from the MS
Most of consumers have to huse McAfee or Norton or Malbytes sypware protection to guard their machine
I had a new W8 laptop then few months later the 8.1 comes out and I update to 8.1 then few months later W10 comes out for free but I decided not to update W10 on that laptop even the hardware is compatible but it will create disaster for me later and thats is why I bought the HP 22-b022 and now still struggle for 1803
I am so happy with 1607 run fast boots fast but when turn it on then the MS start to look into my machine and download the 1803 again and failed again

So, Microsoft has made an exception for them -- their computers will continue to receive security-updates for '1607' until the year 2023.
In summary, if your hardware supports '1703' or '1709' or '1803', Windows Update will upgrade your operating system.
If not, then Windows Update will continue to supply security-updates for '1607', until the year 2023.

I once sucessfully updated to 1709 but the 1803 failed badly on my machine
When I heard "...Windows 10 ('1607') found themselves to have "unsupported" Windows, as of April 2018....." then I am happy for that "bad news" and I restored my machine back to 1607 for the benifit of "....April 2018/unsupportive..." because I do not want to up date
Unfortunately theMS had a record of my comp which had been once upto 1709 so I assume the MS now keeps beating my machine for the 1803 just like to test on my machine for free
I have to live with it untill 2023 then 🙂

If you want technical help in getting '1803' installed, you need to answer some technical questions:
Open "Settings".
Into the "search" input area, type "troubleshoot", and press ENTER.

After you re-installed '1607', what updates to that version were installed?
Did it install "all" the updates to that release, including the updates released in April 2018, before trying to install the '1803' upgrade?

How old is your disk-drive? Could it be having minor problems, and causing the upgrade to fail?
Have you tried re-installing '1607' to a brand-new disk-drive, to rule-out the possibility of a "bad" disk-drive?
When you say that you re-install '1607', are you starting from HP-provided media, from a System Recovery Set created soon after you first unboxed the computer, or from some unofficial "backup" that you created? Or, are you installing from the System Recovery Set that you recently ordered from HP?

Google Chrome stopped supporting Windows Vista in January 2016.
Microsoft stopped supporting Windows Vista in April 2017.
Users running Windows Vista after April 2017 could still use Microsoft Internet Explorer, but, over a year later, the lack of security-updates to I.E. makes that a very risky action.
Microsoft disabled the "Microsoft Security Essentials" anti-virus software on Windows Vista in April 2017 -- it stopped the "real-time" virus-scanning feature, and disabled the downloading of newer virus-definition files.
This forced users of Vista to switch to some other anti-virus software, e.g., Avira, if they wanted complete protection.
I do not use Firefox, so have no comment on whether its developers took any action in April 2018, after the "sunset" of Windows Vista.
In summary, no matter how old the hardware, if the hardware is capable of running Windows 10, *ALL* web-browsers are supported, when running under Windows 10.

Not exactly correct. Windows Update determines that your hardware is not listed on that "exception" list (consisting of hardware not capable of running anything newer than '1607', and hardware living in certain corporate networks), and selected the '1803' upgrade for download & installation onto your computer.

Correct, on your Windows 8.1 laptop, when that operating system hits its "sunset".
Given that your '1607' computer will not receive anything from Windows Update until 2023, it's likely that your computer, by 2023, when it will be lacking 72 months' worth of security-updates, will have been compromised.

Bought this desktop as preinstalled 1607, update to 1703 failed 2 times and DOne at 3rd time, update to 1709 failed many times for wks and Done it after many tries, and for 1803 is so misserable .keeps failed-ing ..within this time I decided to restore back to 1607 .... and now from 1607 it keeps straight to 1803 and failed failed . Hoppfully the Fixed I had been made can help for 1803 and hopefully so

This HP 22-b022 AIO is old made model but I bought it last year as Certified Refurbished vendor, no HD-Error detected of anything so far

From System Recovery by 2nd party software, the System Recovery Set /CD Boot/Repair created by after create Imgr/W7 did not work, thats why I all so have another backup from 2nd party software and it so well done
The USB Recovery I recently ordered from HP is en route from LOUISVILLE, KY US -> FedEx to my destination California , yester day I chked its at Illinois 🙂
Sir ! We shall see the next shot for 1803 after all that "Fixed" have been done and with high hope

That certainly was a "tune-up" for Windows Update. Does '1803' now install successfully?

I am surprised that it did not first install several '1607' updates, up to the "April 2018 sunset for 1607" level,
before it started to install the '1803' upgrade.

That "refurbished" computer probably was sold to you with the original disk-drive.
That's why I suggested installing onto a brand-new disk-drive (or SSD).

That probably will install the '1607' version.
I wonder what will happen if you enter BIOS SETUP, and set the motherboard's clock to 1/1/2018, i.e., before the '1803' upgrade became available. Of course, disconnect from the Internet before booting from that "USB Recovery", and configure Windows to *NOT* automatically "call home" to update the motherboard's clock.
After '1607' is loaded, without Internet access, rerun that Windows Update troubleshooter.
It should not find anything, but you never know!

----------> OMG You r good, I got mad at the W10 Update so once long ago I set clock to 2022 to skip update but changed back to nowaday and the Update history still show 2022 Failed of some of the MS Update KBnumbers and seems all of that KBnumbers are MS's fault its not for my Intel machine 🙂 Thats why W10 had too many complaining out there and also user is messing it up like me or may be not and the MS still keeps learning to tweak it for better
Once I get the USB Stick, I'll figure out how to burn that Boot USB to DVDs for safe storage and use it for the beginning of 1607 back to my comp and mainly for the Recover D-Drive/Partition on the hard drive and then will re-create the Imgr backup plus CD-System repair + I will have to use my 2bd party HD Manager Apps to back up as "2nd Dr. Opinion"
I've just done once again "troubleshoot" and it keeps do the same things again but your helps and all others are best for me to learn W10

I put theCD Boot repair its telling me my comp needs to be recovery with symbol -> 😞 and its blue window instructions and I search online people had the same problems so I take the CD out and shutdown then turn it on, it boots up fine as normal, once its not booting up so I use my HD-Manager "2nd Dr. Opinion" tron restore the machine and works again
I have to wait the USB Recovery Set and will work out from there, sure it will be fine for 1607 start up and from that point if there is nomore Auto Update then I will keep that 1607 and happily love it with this beautiful small size monitor HP 22-b022 AIO andmake sure after reintall all of my Apps I will backup again and write down all Backup numbers
Some how I am a fan of HP's products from HP Pavilion TX1000 Series Tablet PC that was so nice but its motherboard melting out becaus of soldering of SMT techniques regulation and I learned from someone telling wrap the TX1000 in the plastic bag n turn it on to bake it for 1 Hr and then cool it by fan that will make the circuit board or the CPU socket re-soldered and it works/boots up nicely but keep doing it to the certain point that method can't help any longer.
I also have HP-Mini-XP 🙂 still running well but slow obviously and other HP desktops W7 Upadated to W10 for my kids to play with it for their Computer Science Edu now but to the certain point they have to change the mother board for better cope with W10 and Games

With your thought, I might leave the clock as normal dated and do the recovery just like i am just buying the old W10 version but new fresh start comp
