Good morning,
Why when I try to install windows 7 64-bit the PC does not recognise the keyboard and mouse ?

Instead in the bios they works correctly.

According to: http://support.hp.com/my-en/document/c04925178

your computer shipped with Windows 10 Home, not Windows 7.

 

So, it's possible that Windows 7 is missing the device-drivers for some of the USB ports on your computer,

and possibly the device-drivers for the Ethernet network port on your computer.

 

Do an Internet search for "HP 860-100nl Envy" and see if HP has created & posted device-drivers for Windows 7 for the motherboard's "chipset".

 

You might have a "CATCH 22" situation.

 

Even if you find the device-drivers, if you cannot use your USB keyboard or mouse to tell Windows where to find (USB memory stick? floppy-drive? CD-recordable?) the device-drivers, you cannot install the device-drivers.

 

If Windows 7 has not installed the device-driver for your Ethernet network device, you cannot connect to the Internet to automatically download, over the Internet, the device-drivers for your keyboard or your mouse.

 

Microsoft will stop issuing security-updates to Windows 7 in January 2020, even though your computer's hardware should still be working well at that time.  So, in 2020, you'll need to install Windows 10/11/12/13/14/15/16/...

to keep using your computer safely.

 

My recommendation: reinstall Windows 10; upgrade to the "August 2016 Anniversary Update", and use Windows 10 "sooner", rather than "later".
