Microsoft Windows 10 (64-bit)

I have restored my HP AIO 27-r114 ( unit is only 1.5 years old) to the factory Windows 10 1803 image after it failed during the 1909 update.  Systems woks fine under all Windows 10 updates up to 1903.  After updating to the 1909 update the system will no longer full boot into WIndows.  It now boots int a Blue Windows recovery screen where no options work.  Can't roll back the update can't even perform a WIndows reinstall.  Only way around it is to remove the system, recovery and MSR partitions.  If not Windows fails to install with a configuration could not be updated error.

@mccalma Welcome to HP Community!

I understand that the HP AIO 27-r114 failing on Win10 1909 Update.

In that case, I would suggest you perform the system recovery.
