Connect your USB keyboard and mouse to this device, and see if Windows 7 will install.

The problem with your suggestion is that it won't possibly fit inside the PC.
This is what an 800 G2 mini looks like...Nothing is gonna fit inside that box. It's only 1.3" (34mm) tall.
The only slots it has are:
(1) internal M.2 PCIe x1 connector for optional wireless NIC
(1) internal M.2 PCIe x4 connector for optional Turbo Drive SSD drive
No standard PCIex1 slot.
Here's the other problem even if it did fit...there is no USB2 support in the skylake chipset until after W7 is installed and the Intel chipset driver is installed.

Arrggh! Good point.

The adapter that I suggested fits a PCI, not a PCI-E, slot, but that's a moot point.

I even checked YouTube to see if there were any videos posted from anyone that may have gotten W7 to install on the 800 G2 mini.
I came up empty.
I am stumped. The Intel W7 USB creator utility should have done the trick.

What is the source of the Windows 7 installer?
Before you formatted the disk-drive, did you run the HP utility program to create a bootable USB memory-stick containing the HP-modified version of Windows 7?
Or, do you have a "retail" copy of Windows 7?

The copy of Winows 7 was a retail copy. I did format the drive and I was installing windows. I did use the Intel program that did infuse the usb3.0 drivers into the windows 7 iso for install. As for you cloud recovery I will try that tonight. As for this cloud version of Windows can I load it on a usb flash drive to install it that way?

That was a great suggestion by mdklassen...Install W7 by using the HP cloud recovery utility.
Yes, it appears you can use a USB flash drive. I have attached the instructions for how to perform the procedure below.

You're very welcome.
It should work just fine because you will be installing a HP factory image of the W7 OS and software that originally came with your PC.
That is why you need a 16 GB flash drive.
Please let us know how it turns out, and perhaps a brief synopsis of what occurs during the cloud recovery process if it is not too long to write down.
