I tried it, myself.

 

A small program downloads.

When I ran it, it asked for the serial-number of the "target" HP computer.

It asked me to choose the exact HP model.

It listed all the USB memory-devices connected to my computer.

It said that 16GB will be required, and that all files currently on the drive will be deleted.

I selected my USB memory-stick.

It downloaded several GB into the Windows '%TEMP%' folder -- took a while, and showed a "download progress" bar.

It "unpacked" the download, and wrote the files/folders to the USB memory-stick, showing a "progress-bar".

[My "download" computer is running Windows 10. Windows Defender did real-time virus-checking of every file written.]

It completed.

I moved the USB memory-stick to the "target" HP computer, and booted from it.

Windows 7 installed normally, and even "activated" itself, without asking me to enter any 25-character product-key.

As usual, I ran Windows Update several times.

I installed Microsoft Security Essentials.

I was able to do it tonight and as mdklassen put it. It was fairly easy. I ended up having to boot the pc a couple of time for it to boot off the recovery stick but once it did it did a great job. The steps mdklassen put in his post are correct. Thank you all for you help with getting this paper weight turned back in to a working windows desktop.

Here is the fix I used on same make model. I downloaded the IntelUSB3.0eXtensibleHostControllerDriver Sept10, 2015, and the IntelChipset Support Sept9,2015 and installed on my HP EliteDesk 800 2G 35W. Installed both at same time, the first install read 'unable to complete' error, then said wrong operating system. Then on reboot, all the ports went dumb, keyboard down, mouse down, etc. I physically pulled the plug on the back, counted to 10, replugged and started up to get safe mode, on HP screen I hit "F7 and F8 at the same time (just jammed the row) upcame the Safe Mode Screen with option to Repair Computer. Choose Repair Computer, (notice keyboard and mouse work prior to OS loadin) went to system recovery program and reset back to before the install of above program. Then program restarts to desktop with functionality, one time. If I restart again, the dumbing of the USB would reoccur. So solution was to go to Control Panel and run Recovery and Open System Restore and redo the exact same restore point as the previous operation, before loss of functionality again. At that point, I could restart the EliteDesk and my Ports were working on the basis of whatever point was restored prior to the "Upgrade" from the  Hp Driver Support Group. I did this a couple of times. I lost about a half a week of time. Wanna sell your EliteDesk paperweight for $50.00. What a joke. I installed the Graphics Driver and the RealTeck Audio because I was searching to stop problems associated with use of Flash Player in Internet Explorer. I really could use a promotional coupon as compensation for this... Worked with HP phone support, they recommended the cloud program to reinstall off USB stick, the same reformatting my C:// Drive, worked with Microsoft phone Support, they recommended same thing because it was hard to figure out how to get the Safe Mode Screen to include the option of Repair Computer. (F7 and F8 at same time?) The OS was totally dead, just BIOS working keyboard and mouse USB ports.
