Won’t reset, boot up, system restore. Keeps telling me has to shut down, will restart, but it never does. Says there is an error and can’t start up

"Won’t reset, boot up, system restore"

I'm not sure what methods you've used so far(or why Restore won't work) but this would be my first solution:

 

 Hold down the power button for 4 seconds until the PC shuts down, remove all connections and peripherals except the mouse/keyboard/monitor.

 

Then press the power button to turn on the PC and press the ESC button once every second to get to the BIOS screen.

 

Then Press F10 and click Troubleshoot/Advanced Options/Startup Repair
