The factory installed hard drive had a catastrophic failure thus recovery is not possible from the original hard drive. Installed a blank 500 gig SSD drive into the unit and attempted to install windows 10 from a fully tested USB boot flash drive. Per various instructions enabled legacy support, disabled secure boot etc. The usb attempts to boot and the windows logo appears momentarily then the machine reboots. I also tried a ubuntu bootable usb which works. It appears to me this is an issue with the manufacture of the machine and windows 10. Has anyone successfully installed windows 10 from scratch on one of these machines and if so how?

That PC came with Windows 10 from the factory, so there should not be a problem reinstalling.
That model has the HP Recovery tool available to return the PC to factory.

In reading over the documentation, you would need to use a working PC to make the USB flash recovery drive and then
Perform the following steps to recover the computer using a USB flash drive.
Turn on the computer and insert the USB flash drive into a USB port.
Turn off the computer by pressing and holding the power button.
Disconnect all peripheral devices, except for the monitor, keyboard, mouse, and power cord. Remove media from internal drives and remove any recently added internal hardware.
Turn on the computer and use booting options to boot from the USB drive. F9
Follow on-screen prompts to complete the recovery.
I see no reason to change the BIOS settings to other than change the boot selection to USB. It should see the USB drive as a boot option.

i managed to get the pc to boot off a dvd with windows 10 and it installed windows without issue. However, I am delighted by your reply and will definitely give that a try. Interestingly this pc has an arm processor and when i requested updates it did a few but then nothing. I am assuming that is related to the arm processor and windows running on it.
