Hi:
You can make a bootable W10 USB installation flash drive with the Media creation tool from the link below.
Download Windows 10 (microsoft.com)
Since your PC did not come with W10 from HP, when you boot from the installation media you will be asked to select the version of W10 you want to install. Select the applicable version (Home or Pro).
Then you will be asked to enter a product key. Select the 'I don't have a product key' option.
You can also try to repair the current installation when you get to the Install Now screen, on the bottom left side of the screen, there is an option to Repair your computer.
Click on that and try the various options available to you.
