Ok I see now. I misunderstood the link from the prospective of the CPU discussion I saw on the link you sent. The emphasis was on how to install Windows 11 only, despite the current state of my non-compatible PC, if I still want Windows 11 installed. I understand now. Not sure I'll go that route but thanks for the reference.

You're very welcome.
As I wrote initially there are no supported W11 processors you can upgrade the 8300 Elite to that support W11.
If you are just wanting to upgrade the processor for upgrading the processor's sake, then you can install the i7-3770 in your PC.
See pages 6 & 7 for the list of supported processors.
HP Compaq Elite 8300 Business PC (itema-pg.com)
I would be installing a 2.5" SSD if you have not done so already, before upgrading the processor.

I'm saying I can't start a new message/question. If I could attach a screenshot here I would to show the error, but I don't seem to have that option. But if go to the compose message screen, the area labeled Category, with the lower-cased I in a black circle next to it, it won't let me select a category box without an error message that states the following labels are not available here. I've tried every box and I get the same error. I've changed the board but I keep getting the same error.

Here's what I do...
Let's say you want to post a new question in the Desktop community section...
Click on the blue 'Ask the Community' box.
Then you get this window...Select 'Choose a board from the drop-down list.
I selected Desktop Audio.
Then fill out all of the applicable info...subject of the message, Operating system, product name and the description of the problem in the message body.
If you aren't able to do those things, unfortunately I would not be able to help you with that.

Yeah I followed all those steps like I did to send the initial message here, but that is not working for me. I will keep trying but I don't get what the issue is.
I didn't see this step in your reply, but it makes me choose a category box, and every one I try to select gives me the same error message and won't send the message.
The following labels are not available here: Boot Issue (or whichever category box(es) I select
