Installing new hard drive and running windows 7 installation disc. As soon as I click on Start install at the very beginning of process once i got it to boot from cd it tells me that there are no detected cd\dvd drivers found. > Yes it was running 10.
Great. Your "digital entitlement" lets you re-install Windows 10, at no cost to you, via that free download.
As part of the download, it either creates a bootable USB memory-stick, or burns a few DVD-recordable disks.
> Hard drive is total brick mechanically!!
Check the manufacturer model-number and serial-number, and go to the manufacturer's web-site, and use the "check warranty" functionality on their web-site. If it still is covered by the warranty, they will ship you a free replacement.

Since you have the "digital entitlement" for Windows 10, just click "skip" when prompted for the 25-character product key. The first time that it connects to the Internet, Windows will activate.
> Will I still be able to install fresh without one like the activation authorization comes from oem bios on motherboard
Yes.
> or will i have to purchase id for windows 10?
No.
Your computer was originally shipped with Windows 8:
So, if you have a "generic" Windows 8 Installation DVD, the product-key embedded in the BIOS will automatically be retrieved and used. Then, see the above web-page, for HP-specific device-drivers for your hardware.
Windows 10 automatically includes/downloads the HP-specific device-drivers.

Hi,
Your PC was not certified for Windows 7. The first thing to look at in the BIOS is to make sure that you are running in legacy mode. Look under the Security topics and then Secure Boot. Be sure that legacy is enabled.
If you are going to use Windows 7 then be sure to use W7 x64 with sp1. Look here for the W7 iso at the MS site. This site might also have the W7 iso that you need.
If you can't get the CD to work then create a W7 installation flash drive using RUFUS for MBR scheme.

Was your computer running Windows 10 before the "crash" ?
If so, you have been granted a "digital entitlement" to reinstall Windows 10, at any time, at no cost to you.
See: https://www.microsoft.com/en-us/software-download/windows10
for the free download of "March 2017 Creators Update of Windows 10".

The cd works but another place told me that it sounds like I need the storage controller drivers and to put the files on a usb stick. The ones i found were not able to be recognized on stick even after the exe installation file was unpacked and put in root of the stick. Probably the wrong ones.

If your intention is not Windows 7 then why the subject about Windows 7?
I suggest that you contact a moderator and have the subject changed to Windows 10 so that it doesn't cause confusion in the community when others are doing searches.
