My hard drive was failing, I added a 2nd drive and tried to do a recovery using the recovery discs the system had me create initially, but I get the message 0xe0ef000e, which appears to indicate a problem with the recovery disc. I have tried to find contact information to ask for new discs, but unable to get any help. Very frustrated.

HP would no longer have recovery disks for that model PC.
They only sell them for around 3 years from the time the model series was released.
Are you still running W7 on it?
If so, you can order recovery media from this vendor at the link below.
If you had upgraded the PC to W10 when the free upgrade period was in effect, you can reinstall W10 for free.

Thanks Paul. I was able to get the recovery discs I had to work and I have recovered to Windows 7. I had previously installed the free Windows 10 upgrade, but when I was looking to see how I could again upgrade to Windows 10 for free I could not find anything. Any idea how I can re-upgrade to WIndows 10?

You're very welcome.
Since you had previously upgraded to W10, you can make a bootable W10 installation USB flash drive with the media creation tool from the link below. If you have a PC running W10 or W11, it will be easier to do.
Download Windows 10 (microsoft.com)
If you do not have another PC to create the W10 installation media with, you have make some registry changes so the media creation tool will work on W7:

After you make the USB installation media, open the flash drive in Windows explorer (My PC), and double click on the setup application to upgrade back to W10.
