If your computer was running an "activated" copy of Windows 10, Microsoft "knows" your product-key.
So, if you download the "generic" Windows 10 software: Download Windows 10 (microsoft.com)
to an empty 8 GB USB memory-stick, or burn to a blank DVD disk, and boot from this media, you can reinstall Windows 10. onto the replacement disk-drive. If asked for a product-key, click "I do not have one". Windows will "call-home" to Microsoft, and will automatically use the previous product-key.

That's correct -- but while HP Recovery Media will have the HP utilities and HP drivers, it will not have MS Office on it.
If your PC is a 2016 model or newer, you should see if you can make a bootable USB recovery drive using the HP cloud recovery tool on a working PC.
The recovery drive can then be used to install Win10 and the HP drivers and utilities that originally came with your PC.

As to MS Office, we can not help you with that, so you will have to contact HP Customer Support to see what they can do for you:
