Try a different display.
You can also troubleshoot the display by connecting it to a different PC or laptop.

Thank you Erica for the reply but didn’t make difference I was able boot into safe mode but that went away now by hit escape key goes to tools screen tryied restore won’t do it ram the tests and on extensive test it starts goes 10 percent and stops when boots up windows screen comes up then immediate goes to white screen

Did you disconnect the original display and plug in a different display?
It is important to do that for troubleshooting purposes.
There is no way around it.

No didn’t switch out to another monitor I am using hdmi cable and switched it from one to the 4th hdmi slot I am using my tv for display I do have 2 foot flat screen I could hook up but it hooks up thru 15 pin connection need find that and will try other monitor I’m not able use tools to run system checks because hard drive stops everytime I try run diagnostic test have restart computer to get out of the test software

Make a Linux live usb flash drive to see if it will boot up normally.
That is the only alternative I can think of besides taking your PC to a repair shop.
You will need to make the live Linux usb flash drive on another PC.
From the tidbits you are giving, it seems that your PC has more issues than just a white screen.
A white screen is usually a hardware issue.
A black screen would likely be a display driver problem.
