Can you borrow a mouse and see if windows works with that? Does you touchpad work in the setup pages? If you check your model number online at hp it will tell you how to enter computer setup at boot. You could download and run from a usb stick or dvd a version of linux that you wouldn't install, just run from the disk and see if the touchpad works. There are videos on youtube on Ubuntu linux that would show you how to boot to a disk. I wouldn't reset windows yet in case it makes things worse. At least make sure you have a mouse and it works before changing anything or you will get stuck half way unable to answer questions in the reset screens.

@Dont_PontThe fact that the hardware tests failed is a worry. You *could* try doing a factory reset, but I doubt it'll make any difference.
If it's not under warranty any more, then you could try disassembling it, removing the top cover / palm rest and re-seat the ribbon cable for the TP, but again, I've not had much luck in the past with this. Touch pads work or don't, there's not usually an in-between.
If it's under warranty (or if you want to try anyway) call HP and quote the error code or QR code (that the diags gave you) when you call.
Otherwise, get yourself a wireless or Bluetooth mouse instead of the TP.

If you have the time and your data is saved off it could work. However, before you do, run a hardware test on your hard drive, https://www.youtube.com/watch?v=14GKIpGPNRM&t=4s to be sure it's ready for the reset. Also make sure your battery is charged. It's a bit of an overkill but better safer than sorry.

Do you have a "spare" USB mouse? If so, connect it, let Windows load the correct device-driver, and use it to move the mouse-pointer.
One harmless way to exit from UEFI diagnostics is to hold-down the computer's ON/OFF button, until the computer powers-off.
