I have bought a second hand HP Pavilion x360 14m-cd0001dx from a secondhand laptop seller, and looking how they have managed to reinstall Windows improperly, I'm trying to restore it back to factory fresh settings. However, when trying to use the HP Cloud Recovery Tool. it seems that my laptop is not supported. I'm only familiar with Dell systems which provides easy restore capability - so how can I do the same with my HP laptop? How can I restore it without using the Cloud Recovery Tool, because I'm not seeing this?

Unfortunately, there is no longer any cloud recovery tool media for your notebook.
This vendor sells a recovery kit for your notebook because it was sold for use in the United States of America, but that isn't going to be of any help to you where you live.
So, if you ever want or need to reinstall Windows, you will have to use the Microsoft media creation tool to make a bootable USB installation flash drive and clean install Windows.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page:
